I think there are a lot of albums that are SO fucking terrible, but not disappointing because they had such a ghastly lead-in, such as: http://en.wikipedia.org/wiki/Project_1950 (never heard it - pretty confident it blows) [OK covers, disqualified, whatever] {but still... this happened}

That's a decent answer Dann, but I feel like the drop from Anthems to IX is about the same as the drop from IX to Prometheus... maybe?

That`s true, but the could have at least worked within the same genre as the first.
