Yes it is. Even the scene where Mike pulls up to Laura and Leland in the car scares the fucking shit out of me. Lynch is the only director I can think of who makes some truly terrifying scenes in broad daylight, like that one, the guy behind the diner in Mullholland Dr., and Richard Horne driving in Twin Peaks: The Return.
