Panels 1 Bruce Banner in the Ultimate universe, but panel 2 depicts Hulk in the Earth X arc when Banner was separated from the Hulk, this causing the confusion which is actually the punchline to the comic where in panel 3 Banner reflects his time as The Maestro.

The panels are obviously jumbled. The Hulk is fighting a man, but the man punches The Hulk in the stomach, thus the "pop" sound. The man enjoys his conquest of The Hulk by eating a sandwich in front of the television.

You guys are overthinking it and being complete dummfocs. Bruce is simply jerking off, gets a bit too involved and hulks out, pops, then makes himself a sandwich and relaxes afterward.
