It's not that Rage has higher resolution textures, it's the engine using what id dubbed "megatextures." Instead of the usual programming style of using 1000 different files to create a level, Rage's engine utilizes one gigantic file for an environment. It allows level artists to make each environment 100% unique and basically paint on the canvas of a megatexture without having to worry about memory limits whereas say in Skyrim, every time they add a new texture or tree or something, there's a possibility of the memory throttling the framerate or some other technical problem. Also, Bethesda is one of the best in the business at programming huge games with such a limited storage capacity.
