They say "Chav" around here, but I don't think it could count as PC as it stands for "council housed and violent", which could be construed as being prejudiced against the underclass of Britain. Classist you could say, but I don't think that would be an issue in America since social class is defined by money rather than background there.

The word "Townie" was used before chav came around, but that's even worse as it suggests anyone from the city centre is a thug. So my answer is: I don't know what word you could use and I don't know why I'm typing this.
