It's a weeping almond... or maybe a weeping cherry. Hard to tell without leaves/flowers.

I hope you know it's a grafted specimen, meaning the bendy downy part is artificially attached to the top of the trunk. This rootstock is of a related but non-ornamental species. As such, you should keep an eye on it for the next several years -- maybe longer -- and remove any sprouts that emerge below the graft union. Failure to do so will result in the eventual loss of the weeping top, since rootstock growth tends to be much more vigorous, and it will overwhelm the desirable bits.
