From my understanding of the incident the guy he choked basically screamed "I'll kill all you mother fuckers!" And then thew his jacket on the ground. Doesn't appear to be enough justification to even be put into a choke hold to begin with.

The dead dude you’re talking about was a legally recognized fucking psychopath with dozens of priors.
